In reply to your Confidential Despatch of the

17th. of June, I have the honour to inform you that in this Colony

it would be of great advantage that previous service with His

Majesty's Forces either Reguler, Naval, Territorial or Colonial, or

the possession of the A Certificate, 0.T.C., should be required as

an indispensable qualification for appointment as a Cndet, no long

as the voluntary system obtains as part of The Kilitary organisa-

-tion of the Empire.

2.

I have no objection to the increase in the age

limit at the examinations referred to by Sir A. Young, nor to the suspension of the competitive system if it is found necessary to suspend it temporarily for the Indian Civil Service.
